Community Economic Development Projects

The Office of Community Services (OCS) will award approximately $18.57 million in Community Economic Development (CED) discretionary funds to Community Development Corporations (CDC) to enhance job creation and business development for individuals with low income. Projects should be well-planned, financially viable, and innovative. CED awards will be made as part of a broader strategy to address objectives such as decreasing dependency on federal programs, chronic unemployment, and community deterioration in urban and rural areas. CED projects are expected to actively recruit individuals with low incomes to fill the positions created by CED-funded development activities, to assist those individuals in successfully maintaining employment, and to ensure that the businesses and jobs created remain viable for at least one year after the project period. CED projects can be non-construction or construction projects. In states with current projects, OCS encourages applicants to target rural and underserved areas. Furthermore, OCS encourages potential applicants to explore how proposed projects can be aligned and/or integrated with other OCS-funded programs and priorities to more comprehensively address the needs of rural and urban communities with high rates of poverty, unemployment, and substance-use disorder, as well as communities experiencing persistent poverty, as identified by US Department of Agriculture's Economic Research Service.

Emergency Repatriation Planning, Training, and Exercises

OHSEPR administers the U. S. Repatriation Program (Program), which provides temporary assistance to eligible U.S. citizens and their dependents (repatriates) returned by the Department of State from a foreign country because of (1) destitution, illness, war, threat of war, or a similar crisis, and who are without available resources, or (2) mental illness. Temporary assistance as defined in 42 U.S.C. 1313(c) is provided upon their arrival in the United States and is available initially for up to 90 days from a repatriate’s date of arrival in the United States. Temporary assistance is provided in the form of a service loan and is repayable to the U.S. Government. OHSEPR leads the planning, coordination, and execution of all domestic repatriation plans and operations conducted as part of the Program. Through Memoranda of Understanding (MOUs), they act in support of OHSEPR’s management of an emergency repatriation mission by providing temporary assistance to repatriates. The goal of this funding opportunity is to increase state or territorial readiness and capabilities for emergency repatriation operations through planning, training, and exercises, culminating in an update to the state or territory emergency repatriation plan. The purpose of this NOFO is to: 1) develop the knowledge, skills, and abilities of states or territories for emergency repatriation operations and 2) increase the number of states or territories sufficiently prepared for an emergency repatriation incident.

Alzheimer's Disease Programs Initiative (ADPI) - Dementia Capable Community Health Worker Programs

Through the Alzheimers Disease Program Initiative (ADPI), ACL seeks to enhance workforce capacity in the National Aging Network with the inclusion of dementia-capable Community Health Workers (CHWs). CHWs work to improve conditions for health in communities with the highest rates of disease, disability, and death. ADPI supports dementia-capable home and community-based services for people living with dementia and their caregivers. As a result of this initiative, ACL seeks to strengthen relationships with rural and underserved communities and address barriers to care for people living with dementia and their caregivers.

These projects will be funded under the Projects of National Significance (PNS) within the Developmental Disabilities Assistance and Bill of Rights Act. The project will focus on achieving economic security and mobility for individuals with intellectual and developmental disabilities. The purpose of the project may include providing aid to transition youth with intellectual and developmental disabilities, funding employment and post secondary education opportunities, and / or assisting with assistive technology devices that may need to help meet employment goals. Th e Regional Partnership Grant (RPG) Program supports regional partnerships between child welfare, substance abuse treatment and juvenile or state courts. The goal is to support family-centered treatment programs and services for children who are in an out-of-home placement or are at risk of being placed in an out-of-home placement due to caregiver's substance abuse. Projects will also work to expand the scope of evidence-based services for families impacted by substance-use disorders. Projects are required to have regional partnerships with legislatively required partners, including a planning and implementation phase, to provide a cost-sharing match, and report on performance indicators. RPG funds may support family-based, comprehensive, long-term substance-use disorder treatment, including medication-assisted treatment and in-home substance-use disorder treatment and recovery services, as well as early intervention and prevention services, children and family counseling, mental health services, parenting skills training, and the replication of successful models for delivering family-based, comprehensive, long-term substance use disorder treatment services. This project is for one 60-month project period, comprised of five 12-month budget periods. It includes a Planning Phase and an Implementation Phase.

The Administration for Native Americans (ANA), announces funds for a National Center for Native Training and Technical Assistance (the Center). The Center will be ANA’s primary provider of training and technical assistance (TTA). The goal is to build the capacity of ANA applicants and recipients to implement successful strategies and facilitate sustainable and successful outcomes that strengthen Native American communities. The beneficiaries of TTA are tribes and Native American communities, including American Indians, Alaska Natives, Native Hawaiians, and other Native Pacific Islander organizations and their partners. The Center will assist applicants and recipients to plan, develop, and implement community-driven projects aligned with ANA’s goals. The Center will also train communities on leveraging additional resources, complying with federal requirements, and sustaining projects past ANA funding. The Center will also focus on collecting data to better understand how beneficiaries interact with ANA’s TTA and how to improve the success of funded projects. The purpose of this Notice of Funding Opportunity (NOFO) encourages applications that will expand knowledge of the natural history of disorders that currently are, or may become, part of statewide newborn screening programs. A comprehensive understanding of the natural history of a condition is necessary to facilitate appropriate interventions for infants identified by newborn screening. Characterization of the sequence and timing of symptom development provides information crucial for developing targeted, age-appropriate treatments and for establishing a baseline against which to assess novel interventions. In addition, for some conditions, establishment of genotype-phenotype correlations may facilitate prediction of the clinical course; for others, identification of modifying genetic, epigenetic, or environmental factors may enhance understanding of clinical outcomes. Comprehensive data on the natural history of a condition will facilitate the fields ability to: 1) identify the underlying biological mechanisms; 2) understand the genetic and clinical heterogeneity and phenotypic expression of the condition; 3) improve diagnostic accuracy; 4) facilitate clinical trials by providing comprehensive natural history data; 5) prevent, manage, and treat symptoms and complications of the condition; 6) furnish physicians and families with needed support and predictive information about the condition; and 7) establish data collection systems or patient registries to collect longitudinal data (e.g., child/family outcomes following newborn screening).

The purpose of this notice of funding opportunity (NOFO) is to support research on interventions to improve health in Native American (NA) populations. This includes 1) etiologic research, where there is a significant gap in knowledge, that will directly inform intervention development or adaptations, 2) research that develops, adapts, or tests the efficacy or effectiveness of health promotion and disease prevention interventions, 3) research that tests culturally informed treatment or recovery interventions and 4) where a sufficient body of knowledge on intervention efficacy exists, research on dissemination and implementation that develops and tests strategies to overcome barriers to the adoption, integration, scale-up, and sustainability of effective interventions. Existing data suggest that significant acute and chronic disease inequities exist for NA populations. Concurrently, NA populations experience unique sociopolitical, historical, and environmental stressors and risks that may exacerbate health conditions and/or impact the effectiveness of existing solutions to address the conditions. They also possess unique strengths and resiliencies that can mitigate stressors or inform intervention strategies. Through this initiative, intervention and related research is sought to build upon community knowledge, resources, and resilience to test science-based, culturally appropriate solutions to reduce morbidity and mortality through identification and remediation of precursors to diseases and disorders and through culturally informed treatment. Interventions should be designed with a consideration for sustainability within the communities where they are tested, and have the flexibility to be readily adapted, disseminated, and scaled up to other communities where culturally appropriate. For the purposes of this NOFO, NA includes the following populations: Alaska Natives, American Indians (whose ancestral lands fall at least partially within the U.S. main land).

BRAIN Initiative: Clinical Studies to Advance Next-Generation Devices for Recording and Modulation in the Human Central Nervous System (UH3 Clinical Trial Optional)

The purpose of this announcement is to encourage investigators to pursue a small clinical trial to obtain critical information necessary to advance recording and/or stimulating devices to treat central nervous system disorders and better understand the human brain (e.g., Early Feasibility Study). Clinical studies supported may consist of acute or short-term procedures that are deemed Non-Significant Risk (NSR) by an Institutional Review Board (IRB), or Significant Risk (SR) studies that require an Investigational Device Exemption (IDE) from the FDA, such as chronic implants. The clinical trial should provide data to answer key questions about the function or final design of a device. This final device design may require most, if not all, of the non-clinical testing on the path to more advanced clinical trials and market approval. The clinical trial is expected to provide information that cannot be practically obtained through additional non-clinical assessments (e.g., bench top or animal studies) due to the novelty of the device or its intended use. Activities supported by this Funding Opportunity include a small clinical trial to answer key questions about the function or final design of a device.As part of the BRAIN Initiative, NIH has initiated a Public-Private Partnership Program (BRAIN PPP) that includes agreements (Memoranda of Understanding, MOU) with a number of device manufacturers willing to make such devices available, including devices and capabilities not yet market approved but appropriate for clinical research. In general it is expected that the devices' existing safety and utility data will be sufficient to enable new IRB NSR or FDA IDE approval without need for significant additional non-clinical data. The Basic Center Program (BCP) provides temporary, emergency shelter; and counseling services to youth who have left home without permission of their parents or guardians, have been forced to leave home, or other homeless youth who might otherwise end up in the law enforcement or in the child welfare, mental health, or juvenile justice systems. BCPs work to establish or strengthen community-based programs that meet the immediate needs of runaway and homeless youth and their families. BCPs provide youth under 18 years of age with food, clothing, counseling and referrals for health care. BCPs can provide up to 21 days of shelter for youth and seeks to reunite young people with their families, whenever possible, or to locate appropriate alternative placements.
