Lifespan Respite Care Program: State Grants

ACL is seeking applications from eligible state agencies to advance the provision of respite services through statewide Lifespan Respite Care systems, as authorized under the Lifespan Respite Care Act. The program aims to develop or expand state systems and capacity to provide respite care and related services to family caregivers of children and adults across the lifespan, regardless of disability or chronic condition. There are two application options contained in this single NOFO. State Applicants for Option A (Grants to New States and States Re-Establishing Their Core Respite Infrastructures): This opportunity is for states who have never had a Grant before, OR who had a grant before, but the program has stopped, and they wish to start it up again. Intended for states that have never received a grant or those whose programs may have lapsed, and the state wishes to re-establish program activities. State Applicants for Option B (State Program Enhancement Grants): This opportunity is intended for states that have had at least one grant in the past and/or wish to continue building and expanding upon their programmatic activities to enhance and expand the availability of lifespan respite services. Grantees will collaborate with state respite organizations and coalitions to enhance and expand the availability of lifespan respite services. All programs must, from the outset, address the respite needs of all populations regardless of age, disability, or chronic condition of the care recipient population. Funded applicants will continue advancing respite goals that build collaborations and partnerships statewide, expand volunteer options, offer respite provider training, find and reduce service gaps and or duplication through outreach and engagement, and further meaningful caregiver-focused respite strategies and authorized services as outlined in the Act. ACL will fund approximately ten (10) cooperative agreements over the course of the 3-year project period. Awardees under this funding opportunity will work with ACL to implement the federal requirements under the Lifespan Respite Care Act of 2006, Section 2904 of the Lifespan Respite Reauthorization Act of 2020 and Section 2901 of the Lifespan Respite Care Reauthorization Act of 2025, signed into law in 2026.

The Residential Services for Unaccompanied Alien Children funding opportunity is intended to support organizations that can provide high-quality, child-centered care that promotes children's safety and well-being. Funded providers must offer services 24 hours a day, 7 days a week, and have the capacity to accept children at any time, when it is safe to do so and consistent with state licensing requirements. Although children in ORR care are in the federal government's legal custody due to their immigration status, care providers are responsible for their day-to-day physical care. At the time of application, providers must be licensed, in accordance with state requirements, to provide group home, shelter, or transitional foster care services for children, including any required child placement or related licenses. ORR is particularly interested in projects that provide residential facility beds and transitional foster care in states and localities near the U.S. southern border with Mexico. Standard ORR care providers must be licensed by an appropriate State agency, or meet the State's licensing requirements if located in a State that does not allow State licensing of programs providing or proposing to provide care and services to unaccompanied children. See 45 C.F.R. 410.1302(a) .

Human Trafficking Youth Prevention Education (HTYPE) Demonstration Program

The purpose of the HTYPE Demonstration Program is to fund local education agencies (LEAs) to establish, expand, and support programs to educate school staff to recognize and respond to signs of human trafficking and to provide age-appropriate information to students on how to avoid becoming victims of human trafficking. LEAs, with the support of a nonprofit or nongovernmental organization (NGO) partner, will provide human trafficking prevention education regarding: Avoiding becoming victims of labor trafficking and sex trafficking; Indicators that an individual is a victim or potential victim of labor trafficking or sex trafficking; Options and procedures for referring such an individual, as appropriate, to information on trafficking and services available for victims of such trafficking; Reporting requirements and procedures in accordance with applicable Federal and State law; and Carrying out a plan, developed and implemented in consultation with local law enforcement agencies, to ensure the safety of school staff and students reporting such trafficking. Delivering human trafficking prevention education to caregivers is optional.

The Office of Early Childhood Development (ECD) within the Administration for Children and Families (ACF) will be soliciting applications for the Fiscal Year 2027 Tribal Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program: Development and Implementation Grants. Funds will support 5-year cooperative agreements between ACF and federally recognized Indian tribes (or a consortium of Indian tribes), tribal organizations, or urban Indian organizations interested in developing and implementing an evidence-based home visiting program serving expectant families and families with young children aged birth to kindergarten. Awards will support development and implementation of high-quality, culturally grounded, evidence-based home visiting services to American Indian and Alaska Native (AI/AN) children and families; implementation of performance measurement and continuous quality improvement systems; and development of early childhood systems. Home visiting programs are intended to promote outcomes such as improved maternal and prenatal health, infant health, and child health and development; reduced child maltreatment; improved parenting practices related to child development outcomes; improved school readiness; improved family socio-economic status; improved coordination of referrals to community resources and supports; and reduced incidence of injuries, crime, and domestic violence.

The purpose of this Notice of Funding Opportunity (NOFO) encourages applications that will expand knowledge of the natural history of disorders that currently are, or may become, part of statewide newborn screening programs. A comprehensive understanding of the natural history of a condition is necessary to facilitate appropriate interventions for infants identified by newborn screening. Characterization of the sequence and timing of symptom development provides information crucial for developing targeted, age-appropriate treatments and for establishing a baseline against which to assess novel interventions. In addition, for some conditions, establishment of genotype-phenotype correlations may facilitate prediction of the clinical course; for others, identification of modifying genetic, epigenetic, or environmental factors may enhance understanding of clinical outcomes. Comprehensive data on the natural history of a condition will facilitate the fields ability to: 1) identify the underlying biological mechanisms; 2) understand the genetic and clinical heterogeneity and phenotypic expression of the condition; 3) improve diagnostic accuracy; 4) facilitate clinical trials by providing comprehensive natural history data; 5) prevent, manage, and treat symptoms and complications of the condition; 6) furnish physicians and families with needed support and predictive information about the condition; and 7) establish data collection systems or patient registries to collect longitudinal data (e.g., child/family outcomes following newborn screening).

The purpose of this notice of funding opportunity (NOFO) is to support research on interventions to improve health in Native American (NA) populations. This includes 1) etiologic research, where there is a significant gap in knowledge, that will directly inform intervention development or adaptations, 2) research that develops, adapts, or tests the efficacy or effectiveness of health promotion and disease prevention interventions, 3) research that tests culturally informed treatment or recovery interventions and 4) where a sufficient body of knowledge on intervention efficacy exists, research on dissemination and implementation that develops and tests strategies to overcome barriers to the adoption, integration, scale-up, and sustainability of effective interventions. Existing data suggest that significant acute and chronic disease inequities exist for NA populations. Concurrently, NA populations experience unique sociopolitical, historical, and environmental stressors and risks that may exacerbate health conditions and/or impact the effectiveness of existing solutions to address the conditions. They also possess unique strengths and resiliencies that can mitigate stressors or inform intervention strategies. Through this initiative, intervention and related research is sought to build upon community knowledge, resources, and resilience to test science-based, culturally appropriate solutions to reduce morbidity and mortality through identification and remediation of precursors to diseases and disorders and through culturally informed treatment. Interventions should be designed with a consideration for sustainability within the communities where they are tested, and have the flexibility to be readily adapted, disseminated, and scaled up to other communities where culturally appropriate. For the purposes of this NOFO, NA includes the following populations: Alaska Natives, American Indians (whose ancestral lands fall at least partially within the U.S. main land).
